Keeping in mind the provisions of the Worst Forms of Child Labor Convention,

Noting with Appreciation the efforts of many nations to reduce child labor,

Noting with concern many states that have a statistically high rate of child labor and are not taking active measures for its reduction,

Understanding  that states may take time to develop and implement laws for the reduction and elimination of child labor,

Stressing that states must take effective steps in order to eradicate child labor,

Encouraging states to follow through with commitments for the elimination of child labor in all forms,

Reiterating that states who do not take progressive measures to eliminate child labor may be subject to sanctions,

Recognizing that the enforcement of child labor laws can be very difficult,

Expressing its concern about the negative effects of Child Labor on education,

Noting that India has the statistically greatest amount of child labor worldwide,

1. Strongly encourages all states that ratified the treaty of C182 Worst Forms of Child Labor Convention, 1999 to follow all articles;

2. Reminds states that the continued use of child labor will only perpetuate the cycle of poverty;

3. Requests that states implement plans directed at the reduction of child labor within the next 10 years;

4. Urges states to develop an affordable education system in order for their citizens to become future productive members of society;

5. Reminds India to seek alternative progressive means to eliminate their high number of child laborers;

6.  Encourages states to work together to bring an end to the trafficking of child slaves;

7.  Further encourages states to seek solutions to economic problems that have helped to perpetuate child labor;

8.  Expresses its hope that the international community will see the end of high rates of child labor in the near future;

Bearing in mind the horrible conditions with which the children around the world are being faced,  France calls upon the international community to help stop this worldwide situation.                                 
      

1.      Is aware of the imminent problem of sex trafficking, prostitution, and abuse of children around the world;

2.      Encourages that all countries around the world, especially developed countries, call attention to these problems

3.      Understands that these problems occur in France as well, and calls upon the international community to give aid in terms of education and medication to help develop the infrastructure of these countries that use child labor;

4.      Condemns the use of child labor and encourages the international justice board to call attention to these problems;

5.      Suggests that 5% of every country’s fee to the United Nations will go to a Child Labor Fund, which will go to help those countries who cannot afford to do away with child labor for economic reasons;

6.      Stresses for increased funding for education in developing countries where child labor is abundant, to teach children that this kind of labor is unsafe;

7.      Stresses punishment system for countries that choose not to follow the convention of 1999 and continue to allow the occurrences of the worst forms of child labor;

8.      Requests that children be looked at as part of the poverty level and economic status of a country

Bearing in mind the rights of children around the world,

  Recognizing the increasing and widespread problem of child labour at an international level,

Understanding the difficulties had by the developing nations of the world and the role child labour may play in their development,

  Reaffirming the role today’s children will play in the future of this global economy,

Applauding the steps taken to eradicate child labour and the successes of said nations,  

  1. Restate that child labour is to a great extent caused by poverty and that the long-term solution lies in sustained economic growth leading to social progress, in particular poverty alleviation and universal education, (ILO Convention 182)
  2. Encourage all nations who have not yet signed Convention No.182 of the ILO to do so,
  3. Call for reliable national statistics regarding the levels of children involved in the worst forms of child labour,
  4. Believe in the eradication of child labour in its worst forms; including the trafficking of children, child prostitution and pornography, slavery and bondage work,
  5. Encourage increased international support for the humanitarian needs of those suffering from poverty,
  6. Call for increasing and more frequent international summits regarding the issues surrounding child labour,
  7. Believe that through said efforts, poverty and child labour will be decreased and eventually eliminated.

Bearing in mind that there is an urgent need to find a solution to the worst forms of child labor distinguished members of the General Assembly:

1.   Honor the articles of the Worst Forms of Child Labor Convention of 1999.
2.       Request for aid to those nations seeking to abolish the worst forms of child labor in correspondence to Article 8 of the 1999 Convention.
3.       Recommend, in correlation with Article 7, that agencies be set up to help with vocational training programs, in those nations who sign the new resolution in conjunction with the 1999 Convention.
4.       Urge a strong conviction of the international community to put a stop to the worst forms of child labor.

The General Assembly,
Bearing in mind the continual worldwide atrocity that child labor presents in 

                   today's economic society,
Noting that an estimated 179 million children are exploited in such forms of  labor as 
(1) child slavery in all forms, (2)child pornography (3)child trafficking and (4)any labor 
that is detrimental to the well-being of the child;
Admonishing this practice for its negative effects on the international society of children;

Noting, with pride, that as of today 132 nations have ratified the "Worst Forms of Labor Treaty" established 
in 1999;

Yet recognizing the necessary-evil of child labor in certain developing nations as a vital source of labor in 
distressed economies due to poverty and other misfortunes;

1. Encourages nations to continue ratifying the treaty established at the Worst Forms of Labor Convention 
in 1999, and withholding all responsibilities of the individual nation thereof;

2. Urges individual nations to take it upon themselves to self-regulate the success of the standards applied 
within their nation, due to the aforementioned treaty;

3. Recommends that the status of each nation be checked on a five-year basis, as to the progress each has 
incurred since the last period, to extend the time allotted for change;

4. Upholds the pledge of the international pact to continue moving forward in the abolition of child slavery;

5. Reminds the international community that a task such as the elimination of child labor will take an indefinable 
period of time to achieve, so that all nations committed to this task are able to do so, to the best of their ability 
and in the best interest for their own country.

The General Assembly,
Bearing in mind that there can be no universal blueprint for action against child labor, it should be noted that programs to combat the worst forms of child labor generally contain elements necessary for combating all forms of child labor. It is a question of giving first priority to children at greatest risk and to rehabilitating those subjected to the most abusive and hazardous forms of exploitation

1) Reiterating that children work because their survival and that of their families depend on it, and in many cases because unscrupulous adults take advantage of their vulnerability. It is also due to inadequacies and weaknesses in national educational systems. It is deeply ingrained in cultural and social attitudes and traditions.

Poverty is certainly the greatest single force driving children into the workplace. Income from a child's work is felt to be crucial for his/her own survival or for that of the household.

3) Stressing that in no way can such activities be equated with child labor. Child labor refers to work that is mentally, physically, socially or morally dangerous and harmful to children; and interferes with their schooling:

by depriving them of the opportunity to attend school;

by obliging them to leave school prematurely; or

by requiring them to attempt to combine school attendance with excessively long and heavy work.

4) Recognizing the differences between all national programs there still must be three basic objectives:

To attain these objectives requires action on five broad fronts:

The elimination of the worst forms of child labor cannot be achieved by legislation alone, but it certainly cannot be achieved without it. The indispensable basis of any legislative program to eliminate the worst forms of child labor must include:

laws which ban unacceptable practices such as forced and bonded labor, the sale and trafficking of children and the use and procurement of children for prostitution and pornography, and which prescribe penalties for practicing, encouraging or conniving in such activities

Deeply concerned that has not been taken seriously enough over the past couple of years,

Understand that there are economic differences between countries,

Noting with regret that a number of countries do use child labour, and recognizing that there is no excuse for a country to use child labour,

  Emphasizing that there other alternatives other then child labour,

  1. Strongly encourages all countries that ratified the treaty of C182 Worst Forms of Child Labour Convention, 1999 to follow all articles.
  2. Requests each country to do away with using children for prostitution, slavery, and illicit activities.
  1. Urges countries to phase out child labour over 10 years, by reducing child labour by 10% each year.
  1. Stresses countries to provide education for their youth, in order for them to gain skills and knowledge to be applied later within their economy.
